Can I use the 20W (5V/9V) power charger for the iPad 8th gen to charge my iPhone SE 2020 or my iPad 5th Gen??

Can I use the 20W (5V/3A or 9V/2.2A output) model A2305 power charger for the iPad 8th gen to charge my iPhone SE 2020 or my iPad 5th gen? Is this charger by any chance a QC 2.0 device?
