I deleted my pictures from ICloud 2 days ago and I would like to restore a few of them now but unfortunately I can’t do it, because I’m receiving a message that there is an iCloud problem and that I should contact apple.
could you help me with that?

Did you already remove the photos from the Recently Deleted folder? If you did, they are permanently gone.
