Do you have any add-on anti-malware apps, ad-blocking apps or extensions, or any add-on VPN client apps, on the problematic iPhone?
If so, remove all of those, restart, and test again.
You’ll want to reboot your Wi-Fi router, as sometimes those get tangled.
