How do I create basic punctuation marks on my new MacBook Pro. Apostrophes, questionmarks. Its a US keyboard.

Go to system Preferences > keyboard > input sources and remove everything except "US" or "ABC". If you do not normally work in English, let us know.

Use the question mark, apostrophe, comma, etc. keys.
Maybe better explain what the issue is.
In System Preferences : Language & Region, is the default Region set to the United States, and is the Preferred Language set to English (US) -- Primary? If it isn't then you will be using a US keyboard which will respond differently to a non-English language.

What is "obviously different"? Post a picture of your keyboard. Is it a QWERTY keyboard?
Er, they do not work. Not if I hit shift, control, option or command first.

Why would you "hit" control, option, or command to type punctuation?
Reboot your computer.
