how long should it take for the watchos update to process?

I've had several failures trying to upgrade to watchOS 7. I've had the message 'verifying' for over an hour and a separate 'downloading to your watch' for over an hour. I eventually gave up and stopped it, will then get an error dialog saying I'm not connected to the internet. The watch is in the charger, the phone is charged, the phone is connected to my network.
