Safari and iPadOS 13 and above

I’m not sure if my web lingo is correct, but I’m going to attempt to explain my problem. I hope and pray someone knows have to fix it.

PROBLEM: SAFARI is overriding redirected webpages and changing the webpage view?

BACKGROUND: Since I’ve updated my iPad Air2 to the new iPadOS, Safari will only open a website, it does not allow redirection to another webpage within the website. If I click a link which redirects to another webpage within the website, Safari takes over and display a Tan webpage with only Text, no picture, no color, the website logo is removed, etc. For example, Apple’s website, there are several options to take you to other parts of the website to access specific information as it pertains to desired information. When you are redirected another webpage for the information; Safari takes over and coverts the webpage to text.

SOLUTIONS TRIED: I did everything suggested on the attachment below with no change is Safari performance. I cleared my history and web data. I have turned off my VPN software (by TotalAV) and no change in Safari performance. Shutdown and restarted iPad before and after performing each task running only cellular data. Shutdown and restarted Internet Router as well with no changes to Safari. Created ticket with TotalAV also regarding this issue. Awaiting response. I also installed Chrome, tried accessing redirected webpages on a websites and there were no problems; however, I prefer Safari. I believe Safari is a much better and safer browser than Google. At least it was until this.

EXAMPLE : In the attachment below, I had clicked a link for APPLE’s Support website and this is the page Safari displayed instead of the actual webpage on APPLE’s support website.
