Why is iCloud shaded out in settings I can’t access it when I push the screen
You are unable to access iCloud because you probably have Contents & Privacy Restrictions set to ON in Screen Time.
To double check-
Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ Account Changes : Set this to ALLOW.
