How do I add an app to the home screen from the library?

Repro steps:

Set Home Page “Newly Downloaded Apps" setting to "Library Only"
Download an app

Question: How do I add that app to the Home Screen without using Shortcuts or Reinstalling the app?

iPhone 6s, iOS 14

Hold the app for a while when it starts to wiggle simply drag and drop to home screen
