I have an I Phone 5s and it won't download the IOS 13.5 update so I can't download the NHS track and trace app. Is there any solution to this please?

Your iPhone 5 is from 2012, and lacks the processor and memory required for iOS 13. iOS 13 and the current iOS 13 require iPhone 6s or later. There is no hardware upgrade for any iPhone. Your choice here is replacement with a newer or new iPhone.
Sorry no. Iphone 5s can't support iOS versions beyond 12.4.8, because of hardware incompatibility.
