Problem with icloud

Hi! I want to ask why when I’m connected to Wi-Fi my photos do not download and my videos don’t even start. Also I pay every month for more space in icloud - 50 GB and for now I have used only 9 GB but I can’t open my photo camera because it said “iPhone storage full“.

Please help me and explain me why when I pay I have a problem with the storage?
