iPad registration

Hi I got an I pad a couple years ago and I never used it and today out of curiosity I pulled it out and I was starting to register it and it says an Apple ID is already registered in it and it’s a brand new I pad

How can I set iPad with my Apple ID if Im not the original owner? I was given an Ipad and have no contact with the original owner, I was able to factory reset it but now it won’t let me use my apple ID to finish the set up. How can I set it up with my ID? [Re-Titled by Moderator]

If it didn't display "Set up your iPad" when you first turned it on ... it's not completely new.

Is it displaying "Activation Lock" ?
