Verification required

The verification required tab keeps popping up when I try to install a free app. I have no payments I need to pay off, and it keeps popping up after I re-enter my password. I’ve been told that it could be resolved by entering card info into the payment section, but there’s a slight problem, I don’t have a credit card because of my age. Is there anyway to fix this without having my parents enter their card info? I’d really love to get this issue resolved and fast.
