deleted and reinstalled email account and lost all notes

Hi, I recently helped my mom with her email account that wasn't working. We deleted the account from the phone and reinstalled it but all of her notes have been lost. Her phone is set to backup notes to Icloud but the notes are not in recently deleted. Her icloud is set to only permanently delete notes after 30 days and it has only been 2 days. Does anyone know how I can get them back?
