What is stored in iPhone storage in “Other” which appears on my list under “System”? Mine is at 3.44 GB. My spouse’s is at 32.4GB. That is 10X as much. How can this be so different?

OR You can choose to update your iPhones to iOS 14 and that should take care of the OTHER category.

Inside "other" you can find "system files" such as web cache, and app data. Example, if you have app as Facebook, you have to delete it and reinstall it. You will gain about 500/600 mb of space. The same for the other apps that "occupied" your disk space with your data. Check also Whatsapp and the chats, if you have it.
