Someone who is not in my contacts is sharing their location with me. How do I remove their location? will it notify them?

Open the Find My App. Choose the PEOPLE tab (Bottom Left). You will see who is sharing the location with you.

Tap on that person's name and SWIPE LEFT. Choose DELETE.

That will take that person out and you will no longer be able to see their location. That person will not be notified unless you are also sharing your location data with that person.
