Removing message on iTunes iCloud music

How do I remove the following message “This account does not have iCloud music enabled. Apple Music has not been linked to this account.” . I can’t open iTunes for my own downloaded music.

That message would suggest you've tried to Turn on Sync Library with Apple Music - Apple Support (AKA iCloud Music Library) when you don't have an Apple Music or iTunes Match subscription. Check the settings and turn off instead.
