Final Cut Pro blade tool not cutting properly

Hello,

I am having an issue where, when I try to cut a clip on my timeline with the blade tool, it will not cut where I placed the cursor and had it cut. It will usually cut a little to the left or right. Furthermore, when I do cut something, it will not let me cut within a certain time within the first cut made. I have tried deleting, and redownloading FCP and resetting all of the settings but nothing seems to be working.
