Siri will not tell me the weather it just answers that

Throwing more spaghetti at the wall... The weather app you have is the Apple default app, right?

I might also consider resetting all settings before restoring the device as new. Settings>General>Reset>Reset All Settings. It's a bit annoying to have to set up things like ringtones and wallpaper again but, sometimes it fixes weird glitches.

Also, go to Settings>General>Language & Region and, regardless of what it says, reselect your region.

Also, do you have Locations turned on specifically for the Weather app?

turning off and on is not a forced reboot.

Go to settings>general>reset>and reset network settings.

Do you have weather turned on as an option in Settings>Siri & search>weather - turn everything on. Do you have location services disabled?

did you force reboot your deice yet?

You may need to erase your device and set it up as new.

I'm glad to hear it helped. While resetting your settings is indeed annoying, it's not quite so bad as setting your phone up as new.
