Apple ID disabled

How do I enable my Apple ID? I can no longer download or update apps because I get a notification that my account has been disabled in the App Store and iTunes. When I try to update my payment card , I get a notification that I’m not authorized to do so.

If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support.
