Home Screen buttons keep rearranging themselves

So I just upgraded to the new operating system and for some reason the 4 buttons on the bottom of my screen keep rearraning themselves. Sometimes it will take a few hours and sometimes it happens in minutes. I'm not sure what's going on?

iPhone 8 Plus, iOS 14
