AppleID created with my email adress

I just received an email that someone tried to create an AppleID but they apparently supplied an email address that I control.


Based on the emails I have received so far, this person purchased an iPhone XR.


How do I get this person to change the email address associated with my email or have the account cancelled? Why would Apple continue creating an account when the email address has not been verified?


I don't use Apple devices but do have access to an MacBook through my work.
