Activation lock

I will buy a second hand phone in 2016 the phone is activation lock and the owner is died please help

You will not be able to remove the Activation Lock on that iPhone without that information. You will, therefore, not be able to use that iPhone.

There is nothing that you can do to activate that iPhone. You will need that previous owner's credentials to remove the Activation Lock. You will not be able to use that iPhone.
