As you might suspect, no one here would know the reason for this occurrence, of course. So, contact Apple Support. Consider performing a screensharing session with the Apple Rep. They’ll see what has occurred and will run you right through the fix.

Phone calls are taking a bit to go through at the moment, due do lots of calls. And that makes sense because with the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get thorough :)
Apple had a major outage last night (Sept 29) that even now has not yet been completely resolved. That might be the problem.
Ah, mine shows all of my devices, on Wi-Fi or cellular.
Go to Settings/Wi-Fi. Does it say that the network is not secure under your network name?
Yeah, it all went down during this outage. Everything is functioning fine; my account works/syncs/logs in etc. That's the only issue and is also happening on another updated iPhone in my household. The list is just unavailable. Hopefully gets fully resolved soon, just irks me a bit.
I have the exact same problem. When i turn off Wifi and connect via Cellular the trusted list shows immediately. When i turn on Wifi not. Have you found a solution?
I have reset my Network Settings, router, modem everything...it doesn't work.
Same thing is happening to me as well. Devices show fine on the web app, but not on the actual devices themselves.

Nope, spoke the Apple and the engineers are aware. Getting a phone call today updating me on anything. It intermittently appears/disappears though but is usually unavailable all day.
This isn’t just affecting the newer iOS versions. I have an older device running 10.3.3 experiencing the same issue.

Try Updating your iPhone.
When changes (i.e. updates) are made to your device, sometimes items(i.e. connectivity) become manipulated, technically. So, update your iPhone.
Refer to the Following:
A. Disable Cellular:
It will not update with cellular enabled. So, if Cellular is enabled, disable it, then proceed with the update.
B. Update an iPhone:

Some Thoughts...
On the iPhone and Mac:
What happens when you connect to another network? If this does not occur in that case, then it may by your router. So, reset the modem/router (Unplug for 30 second, the plait it back up).
iCloud my need to Resync. So,...
On the Mac:
Sometimes when changes are made to the system(i.e. updates), system configurations (i.e. for GUI) become manipulated, technically. So, reset the SMC and NVRAM. You may need to reset these three times, to be certain you have the time to do so.
When you boot into Safe Mode, items load by default, with all settings and caches set aside. So, hold down the shift key upon boot. See what happens then.
See if creating and logging in as a new administrator does the trick. There may be something misconfigured in your current user - something that is getting in the way. Go to: System Preferences > Users & Groups > Unlock > Click: "+" > Create the new administrator
See if something is listed as "(Not Responding)". Go to: Apple Menu > Force Quit...> Select anything ending with "(Not Responding)". Also, while in Force Quit... be sure to select Finder, and Click "Relaunch"
See if there is a login item that is unfamiliar to you. If so, then rid of it from the list . It may be getting in the way here. Go to: System Preference > Users & Groups > Login Items > Rid of the Login Item
If the above does not work, then...
Being there is no direct link for Trusted Devices, you would need to use the iCloud Feedback page. From there, select Account, and inform them that this is a report on Trusted Devices. Let them know of what exactly is going on, and how you have troubleshoot it this far, perhaps even providing a link to this post.

Apple will not get back to you directly, but the more feedback they receive of this the more they will know what is going on and what needs to be fixed.
Settings > tap <your name/Apple ID> > scroll to bottom > Trusted devices list is unavailable OR shows all your devices signed into your Apple ID. Also viewable online on Apple ID website.
