Trusted device list is not available

Hi, I can’t sign out/manage my iCloud due to the error “trusted device list is not available”. However, I’m able to load it when I connect to WiFi! Why this only happen to my iPhone 12 pro max but no issue on my iPhone X?

Is the device connected to WiFi or have a SIM inserted?

Hi, yes, have SIM with internet access. I don’t have any issue in iPhone X, iPad 4 even though they are not connected to WiFi
