Repairing the Photo Library is still not working for me and I cant create a new library because I want to use Icloud. How can I fix this?

Why not? There should be nothing preventing you from doing so. Turn off iCloud Photos, Create a new Library, set it as the System Library, then turn on iCloud Photos.
