The Zoom function doesn't work. I think it's since the last udpate, but I'm not sure it has a connection with the problem. I use Mojave. My Accessibility Zoom settings are on, I didn't touch those settings. What can cause the problem, that the CTRL+mouse scroll or CTRL+2 fingers scroll doesn't work?

In was a macOS update issue. The latest update solved it just now. :-O
I don’t try to use the zoom feature but I’ve noticed that since I upgraded to the lasted security patch my screen flashes when I move around on it. It doesn’t zoom but flashes. Maybe that is related. Guess I could try to turn on zoom and see
