Can you use Photoshop on the iPad mini?

I am trying to decide which to buy and definitely want to use Photoshop. Can you do that on the iPad mini?

MacBook Pro 15″, macOS 10.14

you can not use the desktop photoshop on ios devices but

they make an ios version of their app
