At one time I could use Motion but now I can't even import a video clip from my desktop!
There are a couple of dozen files, folders and video clips on my desktop but when I select "Import" this folder is the only thing that is visible.
What am I doing wrong?
How do I make all the other files visible?

You seem to have set "Documents & Desktop in iCloud".
FCP and Motion do not import from the cloud.
Place the files that you want to import in a local folder, and they will import fine.
Have you moved to Catalina?
Permissions are big for just about everything.

How can I access my desktop properly?
I am completely baffled and never seen anything like this before.
The only things in the "Internet Account" section are my various email addresses.

That downpointing arrow suggests that something needs to be downloaded.
Can you explain that?
Do you have somehow this mixed up with some other online service like DropBox?
You do have an Apple ID, since you are here :-)
You may have set "Documents & Desktop in iCloud" without noticing. It comes up somewhere during an installation or update and it is easy to accidentally say yes among all the dialogs that appear.
Try this: go to System Preferences->Internet Accounts.
Do you see iCloud on the left side? Click it. [If you don't, then it means that the problem is something else entirely]
On the right, you should see "iCloud Drive". Click Options... What do you see? Post a screenshot, if possible.

I haven't set anything? I just opened Motion and clicked the Import button.
I do not use iCloud.
My folders are on the desktop.

Do you see the files in the Finder? Does the icon for Desktop also show that same arrow in the Finder?
