Has anyone had this happen? I just got a new laptop and my notes are not syncing over. I'm signed in to my icloud account, but still not syncing. Notes are syncing from my phone to cloud.

Use the same Apple ID and password of your iPhone in Mac ( as this is a new Mac and nothing is yet saved on iCloud server ) and turn on notes box and rest of them ( if desired ) and set up the accounts https://support.apple.com/en-in/guide/notes/not85d6f7b58/mac

The notes will start syncing from iCloud server that was set up with iPhone .
