Erase iPhone that’s been locked

We have a company phone that I erased and when we went to set it up we forgot the passcode and it’s now disabled. How can we erase it again and set it up again?

So we have made a little progress, but still not completely in the clear.

We have plugged in the device and were able to click restore on iTunes but it basically says it’s looking for the software for this phone and will restore it once it’s finished. Then after a few minutes it goes back to the start screen and does nothing.
