Keychain empty on all devices

Yesterday I had a problem with 500% CPU usage on my MBP13" (Catalina 10.15.7).

I've followed an instruction I found on a forum that it may be due to some error where my laptop is trying to connect with iCloud keychain.

So I've disabled keychain sync on MBP without removing local copy and then turned it on again. After restart the problem went away.

The problem is that today in the morning I've noticed that all of my passwords are gone both on my MBP and iPhone 11 (ios 14.0.1). I've tried turning keychain sync on and off, logging off and on from apple id.

Nothing has worked so far. Is there any way to get my passwords back?
