Apple id verification failed

I just got a new phone and it asked me to enter my apple id. I had the iphone 8 before so I already had one, so I entered my iCloud login and password. It keeps saying that the verification has failed. Sometimes it brings me into the home screen of settings but it continues to ask me for my apple id. A few weeks ago my parents were setting up downtime and at that time I wasn’t able to click on the banner at the top, which would bring me into my apple id, iCloud, media and purchases section of settings, so perhaps that’s why the verification always fails? We aren’t sure how to fix it. Please help.
