Apple IPhone 11 Pro Max Storage issue

I have an IPhone 11 Pro Max and after I update my iOS 14 it took my full storage from health app and looks like 1.61TB data.. already delete many things from my phone but still no changes made yet. I have delete my entire history of health app including activities but nothing changed.

Also, because of this issue my Apple Watch cannot install software update as I do not ha e enough storage.
