Health app storage problem

I deleted all the data for Health app one by one but each time the total storage space used by the app increased instead of decreased on my iPhone 7. I only have 32 Gb so there is not enough space for more apps. Total space taken shows as 554 mb but then documents and data take up another 774 mb? This doesn’t make sense. What can be done to fix this? Preferably without resetting my iPhone and wiping all my photos

That response is both not helpful but doesn't address the problem and I am also seeing on an iPhone 8. When you try to delete data in the Health App it INCREASES THE STORAGE! It should decrease the storage. Worse, the more you delete the more storage it takes up. It's the exact opposite for what is supposed to happen. When I supposedly delete all Health data the app takes up several gigs MORE than before. If you turn of iCloud sync and delete the Health data guess what? Some of the data is gone but there is the MISSING 30 days of data that miraculously appears but you can not delete. For me this started about three weeks ago. Not only that but the Health app just deleted 30 days of data from Dec.

Restoring from a backup, whether from iCloud or from the computer, does not work. Restoring from a backup of a different iPhone under my id does not work. It's a bug.
