I started my computer with command R but when I try and connect to the WiFi it is not connecting

I deleted IOS from my MacBook Air and a folder with a question mark came up. I started the computer using command+R and when I try and connect to the WiFi it doesn’t connect. Also the mouse has delayed movement and is slow.

most senior members here recommend using a hard wired internet connection for installing an OS. that might be the reason your mac is not connecting. also, there are other options other than command+R.
