Probably not. What matters is the country where the Apple ID was created, not the country setting on the phone. It is iCloud that you want to share, which is independent of any physical device. You can have an iCloud account even if you have no Apple products.
You could always contact Apple support and see if there is anyway they can help you transition your AppleID and iCloud account to the USA now that you’re living there. Contact the AppleID support team and explain that you’ve moved from Japan to the USA and you’re specifically trying to transition your AppleID and iCloud account for use with Family and iCloud storage sharing in the USA. See what they can do to help you out.
