Delete iCloud Drive content that has been downloaded locally to my device?
How can I manually delete iCloud Drive content that has been downloaded locally to my device (iPhone), without it being deleted from iCloud?

You cannot as that's how iCloud works and was designed, i.e. it stores your content in the cloud whilst also storing your data on your device albeit a smaller footprint of the data.
