Age restriction on health apps

bought a watch for my 15 year old daughter in order to monitor an ongoing issue with her heart rate and blood -oxygen levels and it won't allow her to use the app because it's "intended for users over 18". Can I get around this, or should I return it? The Apple store guy mentioned that the EKG app won't work for users under 22 (FDA mandated, apparently ... weird choice of age), but he failed to mention that the blood/oxygen monitoring won't work for users under 18.
