After installing IOS 14.1 having difficulty assessing certain web sites. For example I tried to load Apple.com and waited about a minute. Rebooted phone and got right on. This is happening with several web sites. Very annoying! I have a new Iphone11

Do you have access to another WiFi network where you can try? That has worked for several people.
Try a forced restart.
If necessary
Do a backup and try a factory reset. Then restore from your backup.
Backup - Restore your device from an iCloud or iTunes backup.

I’ve done everything you mentioned except factory reset. I believe there is an issue with IOS14 and VPN. The reason I say this is because when I turn the VPN switch off I can then access WiFi sites. This never happened prior to IOS 14.
If you have narrowed it down to the VPN, a factory reset won't help.
