On the first day of my brand new ipad 8th Gen, I faced an issue while setting up the ipad. It got stuck on the message "It may take a few minutes to setup your apple id...". What a horrible start it was :P
To resolve this issue, just restart you ipad (using home and power key simultaneously). Once you restart your ipad the issue will be resolved.

sg1208 suggested a forced restart, not a conventional power down and start up process. Did you try the forced restart? I don’t know which model you have so here are instructions for both types.

The other things that I would suggest is to try another WiFi network or turn WiFi off on the iPad and power it down for a few minutes, then turn it on and turn on WiFi again.
This happened to me. But the "solution" did not solve the problem. I cannot use my new ipad. I am new to Apple products. So far they are very frustrating.
