Activation lock

my iPhone says something about an activation lock while Im trying to set it up, I cannot get ahold of the previous owner to unlink the iPhone from their account what do I do?

activation lock I have just purchased an Iphone SE and when returning home with it I charged and come up with iphone locked to owner. Keep trying. Only that previous owner can remove the activation lock. There is no other way.
