iPhone won't connect to Apple ID server

Can someone tell me how to connect my phone to the apple server. I have reset my phone networks, reset my phone and even ended up deleting everything on the phone and starting new. Now when I put in my apple Id and Password I get this message "Verification failed- there was an error connecting to the Apple ID server." (iphone 6s)

after you sign out (instructions below) then restart phone and sign back in.

If you sign out of iCloud and you don't keep a copy of your data on your device or your Mac, you can't access that data until you sign in to iCloud again.

Sign out on your iPhone, iPad, or iPod touch

  1. Go to Settings > [your name].
  2. Scroll down to the bottom.

  3. Tap Sign Out.
  4. Enter your Apple ID password and tap Turn Off.
  5. Turn on the data that you want to keep a copy of on your device.
  6. Tap Sign Out.
  7. Tap Sign Out again to confirm that you want to sign out of iCloud.
