Did you already complete step #2 when you setup the iPad -- Set up iCloud on your iPhone, iPad, or iPod touch - Apple Support?

Are you accessing your mail via the Mail app or are you going to iCloud.com on the Safari app?
In the mail app, it says "this icloud account has already been added to your ipad"
