AppleID non-supported countries: Error description not available

I am having issue to register an “Apple ID” for iOS developer at my agency/institution. It is based in country named "Timor-Leste”. I understand we need to register for 2FA if the appleID is to be used for developer, for that we need to key in contact number. But when I select and key in Timor-Leste (+670) and mobile number to receive the code, the apple site responds with “Error description not available”.  I get this error “only” if I select Timor-Leste as country while if I select other countries there is no such error.

Seeking to resolve this issue as we have iOS app developer who would like to launch a flagship localized "not for profit” app, but could not launch due to this error.
