What happened to the delete advertising identifier function under Privacy?

I agree with you. Someone from Apple needs to reply. The answer barbaralives123 gave you is out of date. The ability to reset the advertising identifier was removed in an IOS update without explanation. It seems to have been replaced with the ability to disable “Allow Apps to Request to Track.” The problem now is policing tracking is now solely an “honor” system with these apps. They can continue to track you and you cannot reset your identifier to foil them.
