cannot copy from numbers to pages

When you select, and copy cells from Numbers with text and formulas, Pages detects this on the clipboard, and offers a special paste category that preserves the data and formulas — Paste Formula Results, which has no assigned keyboard shortcut. After clicking once in the Pages document, and in practice, whether you use this menu item, or just a simple Paste, it appears that the original appearance, and formulas from Numbers are preserved — where Pages tables support those Number's cell formats — and a new table is created with this content in the Pages document.

If you insert a blank Pages table, and single-click the first cell to select it, then choose Paste, you will receive the original numbers data, including functional formulas. Doing so with Paste and Match Style, or Paste Formula Results will paste content without active formulas, and the latter will paste in monochrome.

Tested with Pages/Numbers v10.1 on Mojave 10.14.6 (18G6032).

You don't say, but I assume you are clicking in Pages first before hitting command-v. That is working fine here.
