Click here: If you see a Could Not Create Apple ID or Could Not Set Up iCloud message - Apple Support

Setup an Apple ID using a web browser, as listed in that article; that’s the same article listed in the error shown.

In the first screenshot you've posted, it seems that you were trying to sign in with an existing Apple ID (but the username-password-combination was wrong).

In the second screenshot you've posted, it says to contact Apple Support. You can go about it by following this link: https://support.apple.com/contact


There's a "Support by phone" option, where you can call Apple and speak to an Apple Support employee📞Best of luck!
