Can I return the ipad

If the OP wants to trade in with Apple, I'm not sure they need to do that, reading also the FAQ at the bottom of the following support article:--> https://www.apple.com/shop/trade-in

When the new iPad 4 is released, I would suggest the OP to visit (or contact) an Apple Store in India and ask them.

Should be that case, you're right :)

If, on the contrary, they would like to trade it in with Apple, I think they can do it in India too (obviously at Apple terms and conditions for "Trade In" procedure).

I think you need to return it to a store within the country you original purchased it from.

But the OP never mentioned trade in, only returning it, which means maybe it was bought recently.
