Zero out balance in iTunes

Moved country and have USD .71 cents so I can’t change my country store. Can someone advise how I can zero out my balance?

Buy an item more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
