My iPad Air2 is up to date. Since the last update Mail has added a very annoying feature. When an email contains a link to a web page, tapping that link opens a very narrow browser window in the Mail program. Is there any way to disable this and allow the link to open a Safari page as it used to? Thanks.
You have clearly managed to enable a Safari Slide Over view - this being a major multitasking feature of iPadOS, fully detailed in the iPad User Guide for iPadOS.
Here is the easy way to change the Slide Over view, to full screen...
Identify the small grey drag-bar at top-centre of the Slide Over window. Touch-and-drag the drag-bar to the top-centre of the screen - and lift your finger; the Slide Over window will transform into a full screen view.

Having switched to full screen, your iPad will remember the setting.
Be careful to only “tap” a link if you wish to open it; if you linger with a “long touch”, you’ll trigger a preview pane and Action Menu.
If you really want to disable the feature, you can neuter the system by totally disabling the advanced MultiTasking features of iPadOS. Whilst not recommended, that’s always your choice to do so:
Settings > Home Screen & Dock > Multitasking > Allow Multiple Apps - set to OFF
